Care Home Review: Parkside Care Home, St Helens

The site’s 4 million visitors a year comprise roughly 45% older people, 45% younger family and relatives, and 10% professionals who work with older people. People’s nutritional needs were met and choices were offered at each mealtime. Individual dietary requirements were supported to meet the needs of people living at the home. Systems were in place to regularly check the quality of the service provided and to ensure improvements to the service were made. The registered manager and staff established good working relationships with family members and visiting professionals to the benefit of people who used the service.

The registered provider developed action plans to address all areas highlighted and these had all been actioned by the day we visited. Regular staff were knowledgeable about the people they were supporting and spoke fondly about them. People told us staff listened to them and they were approachable.

Latest inspection summary

The CQC is required by law to monitor the operation of the Deprivation of Liberty Safeguards and to report on what we find. We saw that there were policies and procedures in relation to the Mental Capacity Act and DoLS to ensure that people who could not make decisions for themselves were protected. Specialisms and services

The building is arranged across two floors with lift access to the upper floor. Some parts of the home were not clean on the first day of our inspection. However, the situation had changed on the second day of the inspection as regular staff, including a cleaner, returned to work and the home was clean throughout. We observed staff following good infection prevention and control practice, such as safe donning, doffing and disposal of personal protective equipment . People had been supported to self-isolate in their rooms as and when required. The home had a regular testing programme in place for both staff and people living at the home.

This was an unannounced inspection, carried out on 14 April 2016.Parkside Care Home is a residential care home in St. Helens. The service offers accommodation and support for up to 30 older people. There were 26 people living at the service on the day we visited. The building is arranged across two floors with lift, staircase and stair lift access to the upper floor. There were enough staff available to meet people’s needs. People told us there were enough staff to help them when needed.

Care Quality Commission inspection rating

Both ownership and rental options are commonly available, as well as alternative ways of paying for the services on offer – including part deferring payment until a property is sold. The Care Quality Commission is required by law to monitor the operation of the Mental Capacity Act Deprivation of Liberty Safeguards and to report on what we find. The registered manager confirmed they did not have a policy or procedure in place to ensure that the Mental Capacity Act was implemented. People’s risks were anticipated, identified and monitored. Staff managed risk effectively and supported people’s decisions, so they had as much control and independence as possible. We will continue to monitor intelligence we receive about the service until we return to visit as per our re-inspection programme.

One person said, “Yes I can say if I’m unhappy, staff listen to me. I’ve been here a long time and I’m very happy here.” There were systems in place to gather feedback from people living at the home and their relatives. Some care homes are registered to provide personal care only, for example help with washing, dressing and giving medication.

Medication was managed safely and people received all their prescribed medication on time. Risks people faced were identified and measures put in place to minimise the risk of harm occurring. People were protected from the risk of the spread of infection because staff followed good infection control practices. The premises and equipment were well maintained, they were kept clean and underwent regular safety checks. People’s needs were met by the right amount of staff who were suitably skilled and experienced.

Brown Edge House Residential Home

We spoke with 10 members of staff including the provider, deputy manager, carers, agency carers and other staff. We checked the information that we held about the service. This included statutory notifications sent to us by the provider about incidents and events that had occurred at the service. A notification is information about important events which the service is required to send us by law. We also gathered feedback about the service from the local authority. The provider was not asked to complete a provider information return prior to this inspection.
